A Home Buyer should understand the meaning and use of these concepts when making an offer on a home. First, "Basis of Value", which is the baseline of Market Values within an existing subdivision.
Second, "Rate of Appreciation or Depreciation" over a defined timeline. This timeline is usually over the life of the subdivision.
